Helping keep people safe at major events in today’s world: the 6th edition of the Green Guide

Ken Scott, Head of Inspectorate at SGSA, presented the recently launched 6th edition of the Guide to Safety at Sports Grounds, more commonly known as the Green Guide, during the ESSMA Safety & Security Workshop at Telia Parken. The Green Guide helps sports grounds owners and operators calculate a safe capacity for their venue. It is used around the world by architects and designers as a best practice guide for the development and refurbishment of stadiums.

 

The key themes of the new Green Guide focus on:

  • Developing the principles of Safety, Security and Service
  • Movement and circulation
  • Fire engineering
  • Embracing “other sports”
  • Harmonising with BSEN standards
  • Counter Terrorism issues

In addition, he talked about the time spent checking fans before entering the stadium and the difference in hourly rate of passage depending on the level of threat between a manual pat down, via metal detectors or via x-rays. The rate of passage per checkpoint can be from as low as 230 fans/hour (x-ray) when there’s a high risk to 600 fans/hour (manual pat down) during low security risk.

 

 

“It is important to educate fans about the importance of security queuing and the time required. Similar to airport security, fans should arrive well in-time so they don’t miss the beginning of the match.”

 

Key events which were taken into consideration during the process of the Green Guide were amongst others the incidents at Stade de France in 2015 and Manchester Arena in 2017.

 

Furthermore, Ken mentioned the importance of creating safe and secure fan zones, as there are often more fans at these areas than inside the stadium crowd itself e.g. the 2016 UEFA European Championship in France.
